
Toward High-Quality Development: Reviewing Eco-Regulation Mechanisms and Industrial Integration in the Yellow River Basin

The Yellow River Basin (YRB) has turned into an important place to study the ways of how ecological protection and economic transformation can be synchronized in the conditions of resource deficit, ecological vulnerability, and significant regional heterogeneity. The present review discusses the correlation between eco-regulation processes, industrial integration, and the high-quality development of the YRB in terms of the coupled analytical perspective. It suggests that eco-regulation should not be seen as resulting in environmental constraint, but as an institutional force that can transform the industrial structure, incentives to innovation, and developmental trajectories in regions. Similarly, the concept of industrial integration is not seen as a mere economic connection, but it is a process of structural and spatial reorganization of sectors, regions, and value chains within ecological constraints. The article summarizes the development of the eco-regulation instruments, the primary ways of industrial integration, and the mechanisms of the interaction of the two in the basin. It demonstrates that eco-regulation can facilitate cleaner production, green innovation, and industrial upgrading and integration can be effective in regulation by increasing efficiency, spillover in technology and coordinated development. Such synergies are, however, conditional and can be counterbalanced by compliance costs, pollution transfer, uneven regional capabilities, and fragmentation in governance. The review also gives an assessment of empirical literature, major gaps in the methodology and conceptualization, and presents research directions for the future. It finds that the quality development of high-quality in the YRB requires basin-wide coordination, regional differentiation of strategies, and institutional linkage between ecological governance and industrial transformation.
