
Economic Cost-Benefit Analysis and Environmental Resource Management Performance Evaluation under the Carbon Trading Market

The carbon trading markets have emerged as a key policy tool to achieve climate mitigation with economic flexibility. Current research, however, tends to examine their impacts from either an economic or an environmental perspective, yielding mixed results regarding market performance. This review is developing an integrated framework for the analysis of economic cost-benefit effects and environmental resource management performance under carbon trading markets. It first summarizes the theoretical basis of carbon trading, including internalizing externalities, property rights allocation, the cap-and-trade system, and carbon price formation. It then reviews key economic costs, such as compliance costs, transaction costs, administrative costs, and costs of low-carbon investment, and key economic benefits, which include abatement-cost savings, increasing energy efficiency, green innovation, and auction revenue. The review also examines aspects of environmental performance, including emission reduction, carbon productivity, resource-use efficiency, pollution-control co-benefits, green innovation, and governance capacity. The article proposes to consider carbon trading as a dynamic governance system, rather than a single trading system, by connecting these facets. The results indicate that well-designed carbon markets require credible price signals, adequate caps, robust monitoring, sufficient liquidity, and policy support. Future research should focus on dynamic assessment, causal analysis, sectoral and regional differences, firm-level dynamics, digital governance, and distributional justice. This holistic view offers insights into theory and practice for the design of carbon markets and the sustainable management of resources.
